As an advisory body, the Pastoral Council supports the pastor of Saint Thomas in his responsibility to teach, govern, and sanctify the people of God within the parish (cf CIC, 536.1-2). Through prudential judgment and discernment of God’s will by its members, the Council endeavors to be attentive to the parish's needs regarding liturgy, evangelization, corporal works of mercy, and community life and implementing ministries that meet those needs to serve the parish as a part of the local Church, the Diocese of Fort Worth.

As an advisory body, the Finance Council supports the Pastor of Saint Thomas in his responsibility to manage the temporal goods of the parish. As Canon law stipulates, “Each parish is to have a finance council which is regulated by universal law as well as by norms issued by the diocesan bishop; in this council the Christian faithful, selected according to the same norms, aid the pastor in the administration of parish goods with due regard for the prescription of Canon 532” (CIC, 537). “The Parish Finance Council does not have decision-making authority; consultation is at the heart of the decision-making process sharing information, listening, contributing to the discussion, and promoting consensus” (Diocese of Fort Worth, “Parish Finance Council Guidelines [July 1, 2022], 2).
